Adam Banaszak’s Opinion on the EU Civil Protection Mechanism to be voted at the CoR’s July Plenary
EA Coordinator and rapporteur Adam Banaszak will present his opinion on the future Union Civil Protection Mechanism (UCPM) for adoption at the European Committee of the Regions’ July plenary session. The proposal forms part of the European Commission’s package of sectoral regulations linked to the next Multiannual Financial Framework (MFF) and aims to strengthen the EU’s capacity to prepare for, prevent and respond to major emergencies and disasters.
In his draft opinion, Mr Banaszak places particular emphasis on resilience-building and emergency preparedness, highlighting the essential role of local and regional authorities in protecting citizens during crises. The opinion calls for stronger coordination between all levels of governance and for greater recognition of the experience and expertise of frontline emergency services. As Europe faces increasingly frequent natural disasters and other cross-border threats, the rapporteur advocates for a more effective and resilient civil protection framework capable of responding to the challenges ahead.
